Sealed bids for Kitchen Upgrades at Centennial Towers, 6900 Broadway, Guttenberg, New Jersey will be received by the Guttenberg Housing Authority (“GHA”), 6900 Broadway, Guttenberg, New Jersey 07093, until 11:00 am on Tuesday November 26, 2019.
The bid documents have been prepared on behalf of the GHA by Netta Architects and can be examined and procured on or after Wednesday October 23, 2019 at the GHA office, 6900 Broadway, Guttenberg, New Jersey between the hours of 9:00 a.m. and 4:00 p.m. weekdays. Request for bid documents shall be forwarded to Sandra Torres (storres @ guttenberg-housing.com) at which time a file transfer link will be provided. A pre-bid conference will be held at 10:00 am on Tuesday October 29, 2019. The pre-bid meeting will be held at Centennial Towers, 6900 Broadway, Guttenberg, New Jersey 07093. All attendees shall meet in the lobby. Attendance is strongly recommended. Private tours of the project site will not be given.
Prevailing wages, as determined by the United States Department of Labor, shall apply to this project. The wage determination designated NJ 33 which is in effect at the time of contract award shall control.
The successful bidder will be required to obtain a 100% Performance and Payment Bond from an acceptable Surety within seven (7) days of the contract award. All costs associated with obtaining the Performance and Payment Bond must be included within the bid. No additional payment shall be made by the GHA.
No bids shall be withdrawn for a period of sixty (60) days following the bid submission deadline. The GHA reserves the right to reject any and all bids and/or to waive any informality in the bidding. The successful bidder will be required to execute the GHA’s contract within seven (7) days of contract award.
All bids and security must be enclosed in a properly sealed envelope bearing on the outside the name of the bidder and the title of the bid contained therein.
Guttenberg Housing Authority frequently enters into contracts with private companies or a variety of related services.

When an opportunity opens, interested firms may obtain a copy of the applicable Request for Proposals (RFP), including specifications, scope of services, and required documentation, from either the Housing Authority’s website, www.guttenberg-housing.com, or www.guttenbergha.org, or at the Housing Authority’s administrative offices between the hours of 9:00 a.m. and 4:30 p.m. Monday through Friday.
Please note that any prospective respondent obtaining a RFP from the website shall be responsible for ensuring they are aware of any addendums to the RFP by verifying such with the Authority’s administrative offices or the Housing Authority’s website prior to submission.
All proposals shall be submitted in a sealed envelope labeled appropriately (proposal title and return address) and delivered to Ruddys Andrade, Executive Director, Guttenberg Housing Authority, 6900 Broadway, Guttenberg, New Jersey 07093, using one of the following submission procedures: HAND-CARRIED/MAILED or OVERNIGHT EXPRESS MAIL DELIVERY
Proposals received after the specified date and time for any reason shall not be considered and will be returned to the sender. All proposals shall include any and all required documentation requested therein and a failure to abide by the RFP’s instructions in any way may lead to the proposal being rejected as non-responsive to thie GHA's advertisement.
Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.
No proposal may be withdrawn for a period of sixty (60) days after the date set for the receipt of proposals.
The Authority reserves the right to reject any and all proposals and/or waive minor irregularities, pursuant to all applicable rules and regulations. In accordance with the criteria included in the RFPs, the contract shall be awarded to the most advantageous proposal received by the
Authority with cost and other factors considered.
The RFPs are being issued pursuant to a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq.
